On 3 Aug 17 Stacie Heiss, 2721 Rainbow Road, Lowell, reported they had left their Norwegian Elk Hound puppy out to use the bathroom and later discovered the dog was missing.  Heiss began posting the missing dog via social media and was advised of a location of the missing animal.  Deputies met with Kylee Leann Morris, age 24, 9575 State Route 339, Vincent, about the puppy she had in her possession.  Morris initially reported the dog was given to her brother, and that the dog was inside the residence.  Morris then stated that she found the dog on 27 Jul 17 on Olloch Hill Rd in Lowell.  Morris stated she was advised by several people that Stacie Heiss was claiming this was her dog.  During the investigation, it was learned that Morris lied about the date she located the dog and that it was actually located on 1 Aug 17.  It was learned that Stacie Heiss attempted to get the dog back from Morris but was told the dog was no longer with her and that Morris did not live at the 9575 State Route 339 address.  Morris continued to lie to Deputy Hall in reference to where and how she obtained the dog in an attempt to keep the dog. It was eventually ascertained through pictures from the victim as well as witness accounts that the dog rightfully belonged to Stacie Heiss.  Deputy Hall is requesting a summons be issued for Kylee L Morris for theft.
