On 23 Jul 17, the Washington County Sheriff’s Office began an investigation regarding Nathaniel Dowler and Jennifer Blosser. Explicit information was located regarding a minor, the son of Nathaniel Dowler and Jennifer Blosser. The explicit writings were pertaining to a sexual relationship with their minor son. Most of the notes were from November 2015 through February 2016 addressed from Blosser to Dowler and Dowler to Blosser, and are sexual in nature. Some of the notes refer to their unborn child and introducing him to the “lifestyle”.
On 23 Jul 17 with the assistance of the Parkersburg Police Department and the Wood County Child Protective Services, Deputies went to 657 13th Street, Parkersburg, WV, and met with Blosser and Dowler. Jennifer Blosser was read her Miranda Rights and was informed that Deputies were in possession of the green notebooks. Blosser was asked if she knew what Deputies meant by the “green notebooks” and she acknowledged that she did.
Deputies spoke with Nathaniel Dowler and read him his Miranda Rights, which he acknowledged he understood. Dowler was asked about where he lived during the time his son was born with him stating Anderson Road, Barlow Township. Dowler was asked if he knew about the “green notebooks” and he shook his head indicating he did. Dowler stated, “it’s just a way to write down my thoughts, ones I can’t talk about”.
The child was placed in the custody of the Wood County Child Protective Services.
On 26 Jul 17 Deputies arrested Nathaniel Kenneth Dowler, age 26, 1414 Anderson Road, Fleming, OH, for pandering obscenities involving a minor, 2nd-degree felony, importuning, 3rd-degree felony and child endangerment, 1st-degree misdemeanor. Dowler was transported to the Washington County Jail where he will remain until his appearance in Marietta Municipal Court on Thursday 27 Jul 17.
Deputies also arrested Jennifer Ann Blosser, age 25, 1414 Anderson Road, Fleming, OH, child endangerment, a 1st degree misdemeanor. Blosser was transported to the Washington County Jail where she will remain until her appearance in Marietta Municipal Court on Thursday 27 Jul 17.
