PiferChief of Police PRESS RELEASE FOR 7/14/17On July 13th at approximately 9:30 p.m. members of the Parkersburg Narcotics Task Force, Vienna Police Special Response Team, Vienna Police patrol officers, Wood County Sheriff’s Office SWAT Team and Wood County Sheriff’s Deputies served two different search warrants and multiple arrest warrants relating to drug trafficking in Vienna.The search warrants were served at 1016 18th Street Apartment 1 Vienna and at 1014 18th Street Apartment 4 Vienna. The warrants both stemmed from an investigation by the Parkersburg Narcotics Task Force that involved the distribution of controlled substances from these residences. A search of the residences produced suspected methamphetamine and other items consistent with the sale and distribution of controlled substances. Vienna Police Special Response Team then served arrest warrants at 1100 19th Street Apartment 10 in Vienna (see #6) as well. Arrests from the incidents are as follows:1. William G. Harvey, 41, of 1016 18th St. Apartment 1 was arrested on three counts of delivery of a controlled substance (heroin) (All three are felonies punishable by 1-15 years each in prison if convicted)2. Kaitlin N. Pryor, 23, of 1014 18th St. Apartment 4, Vienna was arrested for possession with the intent to deliver methamphetamine, a felony, punishable by 1-5 years in prison if convicted.3. Kendra R. Pryor, 23, of 3507 7th Avenue Parkersburg was arrested on a felony warrant for failing to appear from Wood County Circuit Court stemming from a 2014 indictment.4. Joshua A. Polsley, 33, of 4449 18th Avenue Parkersburg was arrested on two counts of delivery of a controlled substance (heroin). Both are felonies punishable by 1-15 years each in prison if convicted. 5. Suean C. Guthrie, 23, of 1016 18th Street Vienna was arrested for felony child neglect. If convicted the defendant could face 1 – 5 years in prison.6. Arrest warrants were also served by Vienna Police Special Response Team at 1100 19th Street Apartment 10 in Vienna. Sylvia L. Casto, 48, was arrested on two counts of delivery of a controlled substance (methamphetamine). Both counts are felonies and punishable by 1-5 years in prison if convicted.All arrested were booked and then transported to the Wood County Holding Center to await arraignments on their respective charges. Arraignments will take place on 7/14/17. The defendants are innocent until proven guilty. The Parkersburg Violent Crime and Narcotics Task Force is comprised of investigators from the Parkersburg Police Department, Wood County Sheriff’s Department, Vienna Police Department, Williamstown Police Department and the West Virginia State Police.UPDATE 7/14/17- Sylvia Casto was arraigned on 7/14/17 in front of Magistrate Jody Purkey at Wood County Magistrate Court. A $30,000.00 bond was assessed to Casto based on the charges filed. Casto was unable to post bond and was confined to the Wood County Holding Center where she will then be transported to the North Central Regional Jail to await a felony preliminary hearing.- Kaitlin Pryor was arraigned on 7/14/17 in front of Magistrate Jody Purkey at Wood County Magistrate Court. Purkey imposed a $15,000.00 bond was assessed to Pryor for the Possession with Intent to Deliver charge. Pryor was unable to post bond and was confined at the Wood County Holding Center where she will then be transported to the North Central Regional Jail to await a felony preliminary hearing.- William Harvey was video arraigned from the North Central Regional Jail on 7/14/17 in front of Magistrate Jody Purkey at Wood County Magistrate Court. Purkey imposed a $30,000.00 bond to Harvey on his charges. Harvey was unable to post bond and will await a felony preliminary hearing.- Kendra Pryor did not have a bond and will remain in custody to await a hearing in front of Wood County Circuit Judge Robert Waters for her charge.- Joshua Polsley was video arraigned from the North Central Regional Jail on 7/14/17 in front of Magistrate Jody Purkey at Wood County Magistrate Court. Purkey imposed a $50,000.00 bond to Polsley on his charges. Polsley was unable to post bond will await a felony preliminary hearing.- Suean Guthrie was video arraigned from the North Central Regional Jail on 7/14/17 in front of Magistrate Jody Purkey at Wood County Magistrate Court. Purkey imposed a $10,000.00 bond on Guthrie’s charge of gross child neglect. At the time of this release it was unclear whether Guthrie posted bond.
