NEWS RELEASES FOR 14 JUL 17
On 12 Jul 17 Deputy A. McConnell responded to Pioneer Chevrolet, 1315 Pike Street, Marietta, in reference to investigate the theft of a glass topper for a Chevrolet Corvette. This case remains under investigation.
On 12 Jul 17 Deputy A. McConnell responded to 203 State Route 83 to Waterford Tank and Fabrication regarding misuse of a credit card. This case remains under investigation.
On 12 Jul 17 Lt. Hornbeck responded to Bar B Cuties, 113 Pike Street, Marietta in reference to serving a felony warrant on Megan Wiggins. Lt. Hornbeck observed a female waving someone towards the rear of the store. Once inside Lt. Hornbeck realized that the area where the female was waving was at a rear door. The female, identified as Michelle L. Mcilvain advised that Wiggins was not there and had not been there. A check of the restaurant and immediate area was conducted, with negative results. Lt. Hornbeck was able to view nearby video footage and viewed Mcilvain on the footage. Lt. Hornbeck asked Mcilvain about the footage in which she then stated that Wiggins had worked day shift. Lt. Hornbeck spoke with another employee who stated she had spoken with Wiggins this date and she (Wiggins) was scheduled to work. Lt. Hornbeck returned to the restaurant and asked Mcilvain if she wanted to change her story, in which she stated she did not. Mcilvain was read her Miranda Rights at that time. Mcilvain began crying, stating she was lying about Wiggins being there and that she told Wiggins to leave. Mcilvain also admitted to lying to other Deputies when they had inquired of Wiggins whereabouts. A summons is being requested for Michelle L. Mcilvain, age 25, 310 Maple Street, Marietta, for obstructing official business.
On 12 Jul 17 Deputy Parks met with Lillie Singer, 11827 State Route 555, Cutler, regarding the theft of tires. This case remains under investigation.
On 13 Jul 17 Deputy Allender was dispatched to 5750 Patten Mills Road, Stockport, where Gregory Marquis reported he awoke to Randy Harlow inside his home. Deputy Allender met with Greg and Marie Marquis. Greg advises he was asleep and at approximately 0250 hours his wife woke him up stating she heard someone in the home. Greg got up and confronted Randy Harlow in his living room. Greg stated he then grabbed Harlow and physically removed him from the residence, onto the porch and pushed him off the porch into the yard. Greg advised Harlow then got up and started walking towards his residence. Greg advised the residence was dark and no lights were on. Marie Marquis advised she was in bed asleep when she heard the sound of her front door shutting so she woke her husband. Greg and Marie state that Harlow is known to them and they have never had Harlow as a guest in their home, and he was not invited there tonight, or permitted access into their residence. Harlow was located at his home and was advised of his Miranda Rights. Harlow stated he had no idea why Deputy Allender was at his home. Deputies observed fresh abrasions on Harlow’s elbow and grass stuck to this elbow as well, which was consistent with being forcibly removed from the Marquis residence. Deputy Allender asked Harlow where the clothes he was wearing were. In viewing these clothes, they were found to be consistent with the description given by Greg and Marie Marquis. Randy Ray Harlow, age 52, 2570 Patten Mills Road, Stockport, was placed under arrest for burglary, a 4th degree felony, and transported to the Washington County Jail.

Josh Gibson, 2200 Hill Street, Belpre, for failure to appear; original charge domestic violence.
Christopher R. McGrath, 125 Dutch Ridge Road, Guysville, OH, for failure to appear.
Justin M. Duskey, 4539 Brimstone Road, Coolville, OH, for bad checks.
Cory D. Forshey, 815 Bender Road, Marietta, for disorderly conduct.
Corey L. Morrison, 1160 Hadley Hollow Road, Marietta, Probation violation; original charge theft.
Abby G. Norman, 1407 Station Drive, St. Mary’s, WV, for theft and breach of recognizance; original charge theft.
Douglas G. Snider, 1314 Glendale Road, Marietta, for failure to appear; original charge theft.
The following suspects were processed into the Washington County Jail between Thursday 13 Jul 17 and Friday 14 Jul 17:
Amanda Christine O’Brien, age 31, 16715 State Route 676, Waterford, for drug possession, 2 counts, tampering with drugs, possession of criminal tools, all felonies, and failure to appear, a misdemeanor. O’Brien was arrested on Pike Street by Patrolman Ellenwood of the Marietta City Police Department and processed into the Washington County Jail on 13 Jul 17 at 3:57 pm.
Steven Lee O’Brien, age 28, 343 Main Street, Lower Salem, for tampering with drugs, possession of criminal tools, 2 counts of drug possession, all felonies. O’Brien was arrested at Walmart by Patrolman Giffen of the Marietta City Police Department and processed into the Washington County Jail on 13 Jul 17 at 6:23 pm.
Christopher C. Ortega, age 44, homeless, Huttonsville, WV, on warrants for theft, all felonies. Ortega was picked up at the Huttonsville Correctional Facility by Deputy Sheaves of the Washington County Sheriff’s Office and processed into the Washington County Jail on 13 Jul 17 at 6:35 pm.
James Ryan Andrews, age 32, 90 Barrett Road, Vincent, for domestic violence, a misdemeanor. Andrews was arrested on a warrant by Deputy Parks of the Washington County Sheriff’s Office and processed into the Washington County Jail on 13 Jul 17 8:00 pm.
Jason Scott Dotson, age 37, 1366 Patten Mills Road, Cutler, for fireworks violation, a misdemeanor. Dotson was arrested in Cutler by Sgt. Mankins of the Washington County Sheriff’s Office and processed into the Washington County Jail on 13 Jul 17 at 11:39 pm.
Delbert Daniel Cain, age 41, 107 Ray Street, Marietta, for probation violation, a felony. Cain was arrested by Deputy Gerber of the Washington County Sheriff’s Office and processed into the Washington County Jail on 14 Jul 17 at 9:06 am.
There are currently 21 females and 92 males incarcerated in the Washington County Jail.
