On 6 Jul 17 Sgt. McGilton received a complaint regarding a dog running loose from the residence at 20 Charles Street, Newport.  Sgt. McGilton responded to the scene and located Jessie Bell.  Bell was the only subject at the home and stated he left the dog out and off its lead to run loose while he was working outside.   A citation for failure to restrain was issued to Jessie Bell, 4220 Welch Road, Little Hocking, Ohio.

On 7 Jul 17 Major Hawkins was traveling behind a red Nissan on Greene Street, Marietta, when he noticed the vehicle was weaving within its own lane. It appeared the driver and sole occupant was looking down while driving.  As the driver was leaving the 800 block and entering the 700 block of Greene Street he drove left of center crossing the double yellow line. The driver was then observed raising a cell phone to his left ear, in which a traffic stop was conducted in the 700 block of Greene Street.  Major Hawkins approached the vehicle, finding the driver, Earl Dean Griffin II, 2460 Pleasant Ridge Road, Marietta, to be the operator.  In checking Griffin’s driving record it was found his license had not been reinstated due to failure to pay reinstatement fees.  Griffin was cited for failure to reinstate, failure to drive in marked lanes and use of an electronic device.

On 7 Jul 17 Deputy Johnson was dispatched to Wesley Township in reference to a report of domestic violence.  Upon speaking with all parties it was determined to be unfounded.  Case closed.

On 7 Jul 17 Deputy Johnson began an investigation in reference to a subject having fraudulent charges on his business account.  This case remains under investigation.

On 7 Jul 17 Deputy Johnson responded to 10850 State Route 550, Vincent, for a reported domestic violence incident.  Deputy Johnson met with Brenda Hooper, who advised her son, Kaleb, had punched her multiple times on the upper arm, as well as biting her on the forearm, during an argument.   Kaleb Hooper, age 18, was placed under arrest for domestic violence and transported to the Washington County Jail for processing.

On 8 Jul 17 Deputies were dispatched to the Blennerhassett  RV Park, Beach Drive, Belpre, regarding a fight, and a male shooting a gun.  Deputies made contact with Billy Williamson, Montgomery, TX, who was visiting a friend at the RV Park when Michael Campbell approached from another lot and began offering everyone moonshine.  Williamson advised he refused the offer of  moonshine, and this made Campbell mad.  Williamson advised Campbell then tried to fight him in which Williamson refused, however then had to defend himself.  Williamson advised Campbell ran into his camper, and retrieved a gun shooting one round into the ground before leaving the park, firing another round while driving away.  Other witnesses present at the scene gave statements consistent with that given by Williamson.  Deputies began to look for Campbell in the surrounding area and were soon advised that Campbell was at the Belpre Police Department.  Lt. Hornbeck and Deputy Parks arrived at the BPD and made contact with Michael Jay Campbell, age 38, 1037 Oak Grove Road, Waverly, WV.   Campbell was escorted to an interview room, and advised of his Miranda Rights which he acknowledged he understood.  Through the course of questioning the defendant admitted to drinking several different types of alcohol, including moonshine.  Campbell advised he did engage in a physical altercation with the victim, whom he did not know the identity of, and another unknown male.  Campbell stated once the physical altercation was over he returned to his camper, retrieved his Smith and Wesson revolver, returned outside, between lot’s #41 and #42, and fired one round into the ground.  Campbell advised even though the weapon was pointed toward the ground, it was in the direction of the campers.  Campbell went on to advise he got into his truck, left the RV Park, and fired another shot into the ground as he left.  Campbell was asked why he did not call the Sheriff’s Office when he went into his camper, attempting to get away from the two males.  Campbell advised Deputies that he knew they wouldn’t mess with him if he had a gun.  The weapon in question was located at a residence in Belpre, with two spent rounds and six live rounds.  Lt. Hornbeck met with homeowner who advised Campbell came to the home and put the gun on the living room floor, and placed the ammo on a side table.  Campbell reported to the homeowner(s) that two guys were beating the hell out of him and he fired his gun.  Michael Jay Campbell was placed under arrest for aggravated menacing, improper handling of a firearm in a motor vehicle, weapons while intoxicated and inducing panic.  Campbell was transported to the Washington County Jail for processing and submitted to a portable breath test, with the results being .178.
