On 31 May 17 Sgt. McGilton was dispatched to the area of Washington Boulevard and Victor Street, Belpre, regarding an abandoned dog in this area.  Michael C. Jumper, age 48, 2800 Lot 65 Beach Drive, Belpre, stated he observed an unknown male subject pull into the cemetery, exit a vehicle and tie the dog to the fence at this location.   Sgt. McGilton located two previous owners of the dog and was advised that a subject by the name of Jumper had been given this dog in early 2017.  Michael Jumper was met with again, asking him why the suspect of leaving this dog tied up, and him (Jumper) just happen to have the same last name.   Michael stated that his son showed up at the residence with this dog in early 2017 and he did not have the space.   Michael further stated he thought he would be charged a monetary fee if he took the dog to the shelter, or he would have done that.  Michael Jumper is being summoned into Marietta Municipal Court on a falsification charge.

 

On 1 Jun 17 Deputies responded to Adams Township to a possible assault.  in reference to a report of domestic violence.  Upon speaking with all parties it was determined to be unfounded.  Case closed.

 

On 2 Jun 17 the Sheriff’s Office received two separate calls from subjects who could hear two subjects fighting at 1308 Williamson Avenue, Apartment 1A, New Matamoras.  The callers reported the two subjects fighting inside the apartment were Joshua Lewis and Stacy Lewis.  Deputies responded and learned Joshua Lewis had already left the area. At the time of this incident there was an active temporary protection order which listed Stacy as the protected party against Joshua Lewis.  Stacy Lewis stated he (Joshua) had called her to accuse her of being unfaithful. Later Stacy was in her apartment when she heard the front door open and Joshua enter. Stacy reportedly told Joshua to leave, but he refused, walking past Stacy and spraying her in the face with what she believed was pepper spray.  Stacy stated that Joshua also sprayed the same substance on a guest in the home, Steven Lee, New Matamoras.  Stacy continued to yell at Joshua to leave, until he finally did.   A warrant for the arrest of Joshua  R. Lewis, age 34, 1308 Williamson Avenue, Apt. 1A, New Matamoras, was requested on charges of aggravated burglary, domestic violence and assault.

On 2 Jun 17 Par Mar, 17785 Sate Route 7, Marietta, reported a shoplifter stealing a can of Mikes Hard lemonade and a fountain drink.  This case remains under investigation.  (907)

 

On 3 Jun 17 Heather Rex, 301 Jennison Street, Beverly, reported her husband, Jonathan W. Rex, age 44, was intoxicated and had a baseball bat making threats  Deputies responded to the residence where Heather reported she and Jonathan had an argument.  Heather states during this argument, which lasted all night, Jonathan obtained a baseball bat and stood in front of her while holding the baseball bat and threatened her. Heather said this caused her to be afraid so she called the Sheriff’s Office.   Jonathan met with Deputies in which he denied making any threats towards Heather, however he did admit to possessing the baseball bat during the argument.  Jonathan was arrested for domestic violence and transported to the Washington County Jail for processing.  Once at the jail, Jonathan submitted to a portable breath test with the result being .170.

On 3 Jun 17 Trish Lee Scott, 65 Wells Road, Waterford, reported tarps and straps stolen from a tractor/trailer she drives.  This case remains under investigation. (907)

 

On 3 Jun 17 Deputies were dispatched to 27335 State Route 7, Lot 17, Marietta,  in reference to Warren C. Ritchie, age 61, being extremely intoxicated and disorderly.   Deputies met with the complainant who stated he arrived at 2200 hours and Warren was intoxicated.  He further stated that Warren began yelling at him about not being home when he wanted him to be.  Deputies advised Warren to cease his behavior and not to have contact with the complaint the remainder of the evening.  Deputies left the residence and soon received another call from the residence, stating Warren had threatened to cut cables with a knife and continued yelling at the complainant.  Deputies returned and placed Warren Ritchie under arrest for disorderly conduct and transported him to the Washington County Jail for processing.  Once at the jail Warren tested .195 on the portable breathalyzer.   (415)

On 3 Jun 17 Sgt. McGilton was advised that Nicole Offenberger’s Pitbull dog got loose from her residence of 713 Ninth Street, Marietta.  Offenberger stated she exited her residence and did not properly latch the front door and believes her dog pushed its way through the door, running down the sidewalk.   Offenberger’s dog attacked a Bassett Hound, which was restrained and being walked.  The Bassett Hound did require medical treatment.  A citation for failure to restrain was issued to Nicole Offenberger.

 

On 3 Jun 17 while patrolling the Barlow area Deputies observed a suspicious vehicle parked at the Barlow Fairgrounds, 8595 State Route 339, Barlow.  Contact was made with a juvenile driver and occupants.  An odor of an intoxicating beverage was detected and an open can of Coors Light was observed sitting between the front seat passenger’s feet. This passenger was identified as Mackenzie Ahart.  Ahart stated the Coors Light was his and that he had consumed a couple of beers tonight.  Also observed was an open case of Coors Light sitting behind the passenger’s seat. The rear passenger was identified as Alec Mallett.  Mallett also admitted to drinking a couple of beers earlier, and had an open beer sitting on the floor beside him.  Mackenzie Charles Ahart, age 18, 645 Bethel Road, Marietta, and Alec Anthony Mallett, age 18, 2857 Sealy Ridge Road, Vincent, were placed under arrest for underage drinking and transported to the Washington County Jail for processing.

Gary Lee Losey II, age 35, 818 Lancaster Street, Marietta, for probation violation, original charge of receiving stolen property; 120 days county jail.

 

Brandon Lloyd Weimer, age 28, 423 Phillips Street, Marietta, for probation violation, original charge 2 counts of trafficking; 120 days county jail.

 

The following suspects were processed into the Washington County Jail between Friday 2 Jun 17 and Monday 5 Jun 17:

 

Joshua David Stanley, age 24, 77 Dale Drive, Mineral Wells, WV, driving under suspension, failure to control and unsafe vehicle.  Stanley was arrested by Patrolman Smith of the Marietta City Police Department and processed into the Washington County Jail on  2 Jun 17 at 9:32 am.

 

Justin Allen Harris, age 35, Harmar Street, Marietta, for probation violation, a felony.  Harris was arrested by Deputy Malone of the Washington County Sheriff’s Office and processed into the Washington County Jail on 2 Jun 17 at 4:19 pm.

 

Tony Leigh Zumbro, age 42, 670 E. Bell Avenue, McConnelsville, on warrants for drug paraphernalia, drug possession and disorderly conduct, all misdemeanors.  Zumbro was arrested by Sgt. Johnson of the Washington County Sheriff’s Office and processed into the Washington County Jail on 2 Jun 17 at 6:17 pm.

 

David Wayne Wriston, age 32, 683 Wynncrest Drive, Marietta, for driving under suspension, a misdemeanor.  Wriston was arrested at his residence by Deputy Hall of the Washington County Sheriff’s Office and processed into the Washington County Jail on 2 Jun 17 at 11:41 pm.

 

William Joseph Weigle, II, age 24, 1011 Poplar Avenue, Belpre, for domestic violence and criminal mischief, both misdemeanors.  Weigle was arrested at his residence by Patrolman Campbell of the Belpre City Police Department and processed into the Washington County Jail on 3 Jun 17 at 3:54 am.

 

Jonathan Walls Rex, age 44, 301 Jennison Street, Beverly, for domestic violence, a misdemeanor.  Rex was arrested at his residence by Deputy McKee of the Washington County Sheriff’s Office and processed into the Washington County Jail on 3 Jun 17 at 7:48 am.

 

Warren Calvin Ritchie, age 61, 27335 State Route 7, Lot 17, Marietta, for disorderly conduct, a misdemeanor.  Ritchie was arrested at his residence by Deputy A. McConnell of the Washington County Sheriff’s Office and processed into the Washington County Jail on 3 Jun 17 at 10:14 pm.

 

Tiffany Riana Brookover, age 36, 700 16th Street, Parkersburg, WV, for 3 counts drug possession, all felonies, operating with an expired operator’s license, fictitious plates, failure to register, drug instrument possession, and drug paraphernalia, all misdemeanors.  Brookover was arrested on Putnam Howe Drive by Patrolman Campbell  of the Belpre City Police Department and processed into the Washington County Jail on 3 Jun 17 at 11:28 am.

 

Mackenzie Charles Ahart, age 18, 645 Bethel Road, Marietta, for underage consumption, a misdemeanor.  Ahart was arrested at the Barlow Fairgrounds by Deputy Hall of the Washington County Sheriff’s Office and processed into the Washington County Jail on 4 Jun 17 at 1:07 am.

 

Alec Anthony Mallett, age 18, 2857 Sealey Ridge Road, Vincent, for underage consumption, a misdemeanor.  Mallett was arrested at the Barlow Fairgrounds by Deputy Hall of the Washington County Sheriff’s Office and processed into the Washington County Jail on 4 Jun 17 at 1:37 am.

 

Justin Ray Oliver, age 32, 1201 Smith Street, Marietta, for obstructing official business, felonious assault and aggravated robbery, all felonies.  Oliver was arrested by Patrolman Smith of the Marietta City Police Department and processed into the Washington County Jail on 4 Jun 17 at 9:04 pm.

 

Tejai Edvin Conner, age 26, 10 ½ Alderman Street, Marietta, on a warrant for disorderly conduct, a misdemeanor.  Conner was arrested by Patrolman McElroy of the Marietta City Police Department and processed into the Washington County Jail on 5 Jun 17 at 12:59 pm.
